PixelShaderGen: add 0.5/255.0 before every comparison to check for a valid range

All of our integer emulation part tries to emulate at 0.0/255.0 to 255.0/255.0.
So the valid range for eg 0 would be between -0.5/255.0 to 0.5/255.0.
