Load save data blocks on demand if it is not a save for the current game. this causes the memory used by the gci directory to no longer depend on the size of the entire folder, but only saves that have been accessed or are for the current game. of course in many cases the memory size is inconsequential the worst case is that all 2043 blocks are used and the memory usage would be 16MiB and the savestate size could have an added 16MiB from the saves
